LOGAN HEIGHTS CDC BOARD BIOS 2021-22

Chair: Eleanor Tamayo – During her career with SDG&E, Eleanor collaborated closely with community agencies on Customer Assistance, Energy Solutions and Emergency Preparedness programs and services. She managed outreach to multiple communities, including Seniors, Disabled and Special Needs, and. Native American and Multi-Cultural Communities. She coordinated closely with Community Based Organizations from San Ysidro north to Highway 94 and partnered with area Chambers and BIDs. Now retired, she is currently a member of the Disabled Services Advisory Council Board and 2-1-1 Emergency Response, and previously served on the Molina Healthcare Community Advisory Committee; San Diego County Child Development Council; SoCAN and ECAN; Sempra Ambassador Program; and SDG&E Community Emergency Preparedness Team – Residential Special Needs.

Vice Chair: Arturo Rivera – As an independent insurance consultant, Art helps individuals, families, and small businesses understand life and health insurance, Medicare Supplements, Annuities / IRA Rollovers, Medicare Advantage and MediGap Supplement, Long Term Care, Annuities and Safe-Money Financial Strategies. He is well-versed in working with Ethnic markets, strategic sales management, community development, Hispanic marketing strategies, CRA strategies and business/community development. He also develops business or funding strategies and outcome measurements within identified focus areas based on research, needs assessments, and relationships with community and leaders and presents funding strategies to senior corporate leaders and major donors to garner support. Art previously worked with Washington Mutual Bank and Fannie Mae.

Secretary: Kathleen Mugrage – As Vice President of Strategic Alliance, Coastal Payroll, Kathleen is a team-focused leader with over 20 years’ experience in leading and building extraordinarily successful sales teams that provide exceptional value to the market. She is known for being a trustworthy leader who strives to provide world-class service and consistently surpass expectations. She enjoys leading and developing a reputable, trustworthy, and highly skilled team that is determined to help solve problems and add value. She is skilled in sales management processes, coaching, training, complex problem solving, negotiating, and much more with an emphasis on helping others achieve their full potential.

Erica Bocian – Originally born and raised on the East Coast, Erica headed west to go to college at Arizona State University. After she graduated, she relocated to San Diego, where she dipped her feet into the finance side of the Real Estate industry. In addition to finance, she furthered her Real Estate resume by managing multiple vacation rentals and realized that the Real Estate industry was what she absolutely loves and thrives in. Erica’s primary focus is to facilitate buyers and sellers in reaching their real estate goals, by making their needs her number one priority. She enjoys nothing more than helping people with one of the most important financial decisions of their lives, buying or selling a home.

Derrick Gilliam – A native San Diegan with over 10 years of experience in real estate sales, Derek prides himself in his ability and willingness to provide personal, yet professional, “hands-on” service to his clients throughout every step of the sales process. He is experienced in selling several types of properties whether they be land, 2–4-unit properties, condominiums, or single-family homes. He has sold properties as far south as National City and Chula Vista, and as far east as La Mesa. Derrick has an MBA, with a concentration in services marketing, from the Haas School of Business at the University of California, Berkeley, and a BA in Business Administration from Morehouse.

Richard Gonzalez – As a Virtual CIO/Senior Technology Consultant, TPx Communications, Richard is an award-winning technology professional with over 13 years’ experience in a multitude of industries with a proven track record. He has demonstrated the ability to identify funds for services due to understanding of client budgets, spends and priorities, and to communicate tactics and strategic boardroom executives and other professionals through strong presentation skills. Richard has been recognized as an innovator and visionary leader by the San Diego Business Journal and awarded “2013 IT Executive of the Year.

Voltaire Lepe – Voltaire started his real estate career in 2002 and quickly became one of the top agents in the San Diego County. He has sold more real estate than 99% of over 20,000 real estate licensees in San Diego County. In 2012 Voltaire discovered that using the team approach was of much benefit to his clients and he created a unique set of consumer driven programs to satisfy the needs of his clients and the real estate industry in general. He previously worked at REMAX and Century 21 and is a member of multiple local and national real estate professional organizations.

Lesley A. Nurse, MD – Dr. Lesley Nurse graduated cum laude with a bachelor’s in Biological Sciences from the University of California, Berkeley and medical school from University of California, San Diego. She completed her medical training as chief resident at George Washington University, then served in the US Navy as staff physician at the Naval Medical Center San Diego before joining Kaiser Permanente, then fulfilling a desire to serve in an underserved community with the San Ysidro Health clinic whereas clinic department chair she tripled the number of physicians in the department. She then served Department Chair of Scripps Mercy Chula Vista hospital, and Associate Teaching Faculty for the Scripps Family Medicine Residency program. She has since shifted from clinical medicine and is currently an Appeals and Grievances Medical Director for United Healthcare, where she reviews individual medical services as well as impact policy and procedure for women’s health for one of the nation’s largest health insurers.

Brandon Steppes – Brandon has been in the financial services industry for almost 20 years and has been with Wells Fargo Bank for more than 18 years. Brandon attended San Diego State University, where he received a bachelor’s degree in business marketing. He has called San Diego home for over 25 years. His personal interests include spending time with family, traveling, photography, and sports.

Traci Jones – Traci received a B.A. degree in political science from Southern University and her Juris Doctor degree from Thurgood Marshall School of Law at Texas Southern University I in Houston, Texas. Specializing in labor and employment law, she is Associate Counsel for Navy Facilities Command, Southwest. Traci is also a Certified Navy Mediator and a retired Navy Judge Advocate General (JAG). She is also a retired Judge Advocate General, serving 21 years. She is a member of the Texas State Bar and has been admitted to the U. S. Court of Military Appeals and the U.S. Supreme Court. She is well traveled, working with the Navy on land, sea and in their international offices in Japan, Guam, and Singapore. Traci served her country for over 30 years and continues to do so as a member of the Office of General Counsel, Department of the Navy. Despite her very demanding job, Traci finds time to serve our community in a variety of forums, while balancing the needs of family, self, work, and community. She is active in many professional associations, including the American Bar Association and the National Bar Association. She is also a member of the San Diego chapter of Jack and & Jill of America and Women, Incorporated and Alpha Kappa Alpha, Inc. Sorority.

Kimberly Bailey –She is passionate about innovative cross-sector solutions to improve communities. A self-ascribed and accredited data wonk, she has over 10 years of experience in the industry of non-profit and government finance, contracting, and outcomes- based funding (also referred to as pay for success, payment by results, and social impact bonds). Specializing in service contracts, she has worked with a wide range of industry leading companies, through her current position, as a Contract Specialist with Naval Surface Warfare Command Port Hueneme, and past positions with Nonprofit Finance Fund, a national leading CDFI.

Ms. Bailey shares her experience as the primary author of Pay for Success: The First 25 published by Nonprofit Finance Fund in 2019 where she collected and analyzed financial, funding, evaluation, and monitoring data of all 25 Pay for Success projects in the United States; many of which she had directly supported or consulted for over the years. This is built on her publication of Payment by Results and Social Impact Bonds: Outcome-Based payment Systems in the UK and US published by Policy Press, 2018 which she spoke about nationally at universities and conferences.

When Kim is not volunteering you can find her hiking Mission Trails or paddle boarding with her French bulldog, Madeline.

Rhuan Rogerio – He holds a bachelor’s degree in international business with a concentration in Finance from San Diego State University. With a career spanning over two decades in the banking sector, Rhuan has become a seasoned professional, specializing in Commercial Banking. His primary focus has been on assisting businesses in the healthcare industry during their growth phase. Married for seven years to his spouse, Shirin, Rhuan is a dedicated family person. Their pride and joy are their teenage daughter and son, both actively engaged in high school and sports.

Beyond his professional and family life, Rhuan channels his passion into community service. His spare time is devoted to volunteering in food distribution activities, contributing to the betterment of local communities. Additionally, Rhuan has been actively involved in coaching youth soccer for the past five years, particularly dedicating time to his children’s school leagues. This commitment not only highlights his love for the sport but also allows him to create lasting memories with his family during weekend activities.

Nirit Blocker – Nirit is originally from New York and moved to San Diego about 15 years ago and to Logan Heights about 6 years ago. She is a Pediatric Physical Therapist at Family Health Centers of San Diego. She has been married to her husband, Terry, for 6 years and they have a 4-year-old boy named Maxwell. She is a black belt in Brazilian jiu-jitsu and teaches jiu-jitsu classes on Saturdays.
